&lt;p&gt;The simplest way of demonstrating that your fuel is sustainable is by registering or purchasing fuel from an approved suppliers list, for wood fuels this is the Biomass Suppliers List (BSL). It is not mandatory to use the BSL, as it is acceptable to report your compliance directly to Ofgem, this is called self - reporting and for some this will be the only way. You will need to demonstrate compliance against greenhouse gas target emissions and land criteria. This guide will explain the criteria and the BSL in more detail.&lt;/p&gt;
&lt;h3&gt;What the new criteria means for you&lt;/h3&gt;

&lt;p&gt;It is essential that you keep good records of fuel supply and use as Ofgem may request this at any time.&lt;/p&gt;
&lt;h3&gt;Biomass Suppliers List&lt;/h3&gt;
&lt;p&gt;If you burn wood or you are a wood fuel supplier, we recommend that you use the Biomass Suppliers List (BSL). The benefits to using the BSL are:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The application procedure builds in the calculation of GHG.&lt;/li&gt;
&lt;li&gt;Your quarterly reports will require less information than if you self-reported.&lt;/li&gt;
&lt;li&gt;If your boiler is &amp;lt;1MW you won’t need to provide annual independent audits of your GHG and land criteria assessment.&lt;/li&gt;
&lt;li&gt;If you buy your fuel from someone on the list then you will have met the sustainability criteria.&lt;/li&gt;
&lt;li&gt;Suppliers will also be able to label their compliant products with the BSL mark to illustrate that this fuel complies with the RHI sustainability criteria.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;If you are a fuel supplier and fuel self-supplier, you will be put into a category depending on how you source and use your wood. Our table below explains each category.&lt;/p&gt;
&lt;p&gt;Self-suppliers will also be able to source wood fuel from outside their estate for use in their installation, provided it is a BSL approved fuel. To register on the Biomass Suppliers List go to:&lt;/p&gt;

&lt;td&gt;Produces biomass fuel from a raw material. The processing of the raw material may take place on a number of sites, provided they are controlled by the producer. A producer cannot sell directly to RHI scheme participants, but rather must be registered as a ‘Producer – Trader’ or sell to a ‘Trader’ (see below).&lt;/td&gt;

&lt;td&gt;Buys biomass fuel and sells it to end consumers or other traders.&lt;/td&gt;

&lt;td&gt;Combines the roles of Producer and Trader as defined above.&lt;/td&gt;

&lt;td&gt;RHI participants will be able to register on the BSL as a ‘selfsupplier’ if their installation is less than 1MW capacity and if they source fuel from their estate.&lt;/td&gt;

&lt;h3&gt;Self-reporting&lt;/h3&gt;
&lt;p&gt;If your biomass boiler is &amp;lt;1MW and you burn non-wood fuels as described on your emissions certificate, you will need to calculate your GHG figure for each consignment of fuel you use each quarter in one of the following ways:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Use the default value published in the Draft Guidance.(see Ofgem website)&lt;/li&gt;
&lt;li&gt;Calculate the actual value by&amp;nbsp;using the Carbon Calculator.&lt;/li&gt;
&lt;li&gt;Calculate the actual value yourself by following the Draft Guidance on how to do this.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;You will also need to demonstrate that the fuel does not come from a protected land source either through a recognised voluntary scheme or by providing evidence of where the biomass was sourced. Evidence can take the form of aerial photographs, satellite images, maps, land register entries and site surveys.&lt;/p&gt;
&lt;p&gt;If your system is &amp;gt;1MW and you do not source your fuel from BSL,&amp;nbsp;you will need to self-report as above and also carry out annual independent audits.&lt;/p&gt;

The CCA scheme plays a vital role in helping energy-intensive industries reduce their carbon emissions, and its extension promises continued support in the fight against climate change. Below are the key points from the consultation:&lt;/p&gt;
&lt;h3&gt;1. Extension of the CCA Scheme&lt;/h3&gt;
&lt;p&gt;The CCA scheme, which has been active since 2001, will now run until &lt;strong&gt;March 2033&lt;/strong&gt;. This six-year extension enables businesses in energy-intensive industries to continue benefiting from Climate Change Levy (CCL) tax discounts. With over 2,600 participants currently enrolled, the CCA offers significant incentives for companies meeting energy reduction targets. These tax breaks could be worth up to £310 million annually, a substantial relief for businesses aiming to cut emissions while remaining competitive.&lt;/p&gt;
&lt;h3&gt;2. New Target Periods and Baseline Year&lt;/h3&gt;
&lt;p&gt;The current CCA scheme’s targets will end in December 2024, and reduced CCL rates will continue until March 2027. New energy reduction targets will be set, with CCL discounts lasting until March 2033. The first target period for the extended scheme will begin in January 2026. One of the most debated outcomes was the decision to use 2022 as the baseline year for energy reporting, a choice that some, including NFU Energy, opposed due to the abnormal disruptions experienced during 2020-2023. A revisit of the metrics used by participants may need to be reviewed to ensure it is the best method to follow the relationship between energy use and production.&lt;/p&gt;
&lt;h3&gt;3. Administrative Challenges&lt;/h3&gt;
&lt;p&gt;While the majority of respondents supported the extension and changes to the CCA scheme, several raised concerns about the potential for increased administrative complexity. Many businesses, particularly smaller ones, highlighted that the additional paperwork and compliance requirements might lead to increased costs, making it harder to maintain the scheme&#039;s overall benefit.&lt;/p&gt;
&lt;h3&gt;4. Easier Access for New Participants&lt;/h3&gt;
&lt;p&gt;A positive outcome from the consultation was the recommendation to simplify entry requirements for new participants. Lowering the barriers to entry could encourage a wider range of businesses to join the scheme, boosting overall energy efficiency across sectors. This move has been well-received, as it could help improve participation rates and incentivise more businesses to invest in sustainable practices.&lt;/p&gt;
&lt;h3&gt;5. Target Setting Concerns&lt;/h3&gt;
&lt;p&gt;Certain industries, particularly agriculture and horticulture, expressed concerns over the feasibility of meeting new energy reduction targets. The unpredictable nature of production and energy use in farming,&amp;nbsp;driven by factors such as climate variability and fluctuating economic conditions, makes it difficult to plan for long-term reductions. This challenge underscores the need for flexible targets that take sector-specific constraints into account.&lt;/p&gt;
&lt;h3&gt;6. Preparing for the Future&lt;/h3&gt;
&lt;p&gt;With the consultation now concluded, attention shifts to Phase 3 of the CCA scheme, which will begin in 2026. This typically affects boilers with a capacity of 850 kW and above and must be regulated to monitor harmful environmental emissions.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2. Combined Heat and Power (CHP) Engines&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;If your facility utilises one or more Combined Heat and Power (CHP) engines, their regulatory compliance aggregates their capacity. The total capacity of all on-site CHP engines should be calculated to determine if your facility meets Specific Generator regulations. It is critical to remember that a 450 kWe engine may actually be over 1 MWth input, which also makes it an MCP. This may result in the engine requiring to comply with permitting requirements sooner than expected.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3. Replacing CHPs with Agreements or Accreditations&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;CHPs with capacity market agreements or FiT accreditations obtained prior to October 2016 are considered to be Tranche A generators, which are existing plants and do not require permitting until January 2029. However, their existing status will be lost if they are entirely replaced; now to be considered a new installation.
